This page is for case managers, DCF workers, pediatricians, SLPs, OTs, school personnel, physicians, shelter staff, and other professionals helping connect families to ABA services. Blooming supports families through intake, insurance verification, assessment coordination, authorization, and service placement across home, school, daycare, shelter, and community settings.

When to refer

Refer a family when any of the following applies:

The child has an autism diagnosis or is in the process of obtaining one.

The family has active Florida Medicaid or a Medicaid HMO plan, or is verifying commercial coverage.

ABA therapy has been recommended by a physician, psychologist, or other licensed clinician.

The child has behavior, communication, social, or daily living skill needs that affect home, school, or community functioning.

The family needs support navigating intake, insurance verification, authorization, or service placement.

The child and family are located in Broward, Miami-Dade, or Palm Beach County.

If you are unsure whether a family qualifies, contact us before referring. We can clarify eligibility and documentation needs in a short call.

What happens after referral

1. Acknowledgment within one business day.
We confirm we've received the referral and identify any missing information.

2. Family outreach within 24–48 business hours.
Blooming contacts the family directly to begin intake.

3. Insurance or Medicaid verification.
We confirm active coverage and authorization requirements.

4. Assessment coordination.
Typically scheduled within 1–2 weeks based on clinician availability.

5. Authorization submission.
Submitted to the family's plan; insurance approval usually takes 2–4+ weeks depending on the plan.

6. Service placement.
Services begin once authorization is approved and staffing is matched to the family's location and schedule.

Referring professionals receive status updates at major milestones with the family's consent. We do not provide ongoing case updates without a signed release of information.

What documentation helps

Required for intake:

Diagnosis report (if available) or note that diagnostic process is in progress

Insurance or Medicaid plan information (member ID, plan name)

Guardian contact information

Helpful but not required at referral:

Most recent psychological or developmental evaluation

IEP, 504 Plan, or current school accommodations

Prior ABA service records or discharge summary

Speech, OT, or behavioral health evaluations

Behavior concerns observed in the referring environment

Missing documentation does not block a referral. We work with families to gather what insurance requires during the intake process.

How Blooming communicates with professionals

With the family's written consent, Blooming can:

Confirm referral receipt and intake status

Coordinate documentation requests between agencies

Share progress information at authorization renewal points

Communicate with referring schools, pediatric practices, and case management agencies to support continuity of care

Provide letters of service for court, DCF, or school records when clinically appropriate

We do not share protected information without a signed release. Communication outside of secure channels is limited to non-PHI logistics (scheduling, general status, contact confirmation).

HIPAA and privacy

Blooming protects health information in accordance with HIPAA Privacy and Security Rules.

Do not send protected health information (diagnosis details, medical records, evaluations) through unsecured email or general contact forms unless instructed.

Use the Submit a Referral form on this page for initial referrals. The referral form runs on Blooming's HIPAA-tier environment; an optional document upload is available within the form for documents you are authorized to share.

For document transfer involving PHI beyond the referral form, request our secure intake email or fax number, or send a Release of Information (ROI) so we can request records directly from the source.

Release of Information. A signed ROI authorizes Blooming to communicate with the referring professional or agency. Without an ROI, we limit communication to general logistics that do not involve protected information.

Audit trail. Every referral and authorization action is documented for compliance with Medicaid and HMO requirements.
